The comp.doc.techreports newsgroup has a policy of only allowing
announcements of technical reports and ways to obtain them.  This
policy explicitly excludes postings such as yours.  Accordingly, I
cannot approve your article for distribution.

idea; I assume that you're posting it to other newsgroups so it will
